READ! New E-Bike Rules from this Sept

The new regulation on “electric scooters/e-bikes” comes into effect.
All newly produced electric bicycles must comply with the new national standard requirements.
The Mandatory National Standard GB 17761-2024 – “Safety Technical Specifications for Electric Bicycles”, revised by the Ministry of Industry and Information Technology together with the State Administration for Market Regulation, the Ministry of Public Security, the Ministry of Emergency Management, and the National Fire and Rescue Administration, was officially released on December 31, 2024, and will be implemented on September 1, 2025.
The new regulation introduces changes to requirements for:
- Vehicle markings
- Overall vehicle safety
- Mechanical safety
- Electrical safety
- Fire resistance and flame retardance
- Plastic component ratio
- Beidou positioning function
- Communication & dynamic safety monitoring
- Anti-tampering measures
- User manual requirements
- Manufacturer quality assurance capability
Product consistency
01. What if previously produced/purchased e-bikes don’t meet the new standard?
Since enterprises need time for product design, production, testing, and certification, the new standard sets an 8-month production transition period:
For enterprises:
Before August 31, 2025: Companies may produce according to either the old or new standard.
From September 1, 2025: All newly produced e-bikes must comply with the new standard.
To allow older stock to be sold and avoid resource waste, an additional 3-month sales transition period is provided:
Vehicles produced under the old standard before August 31, 2025 may continue to be sold until November 30, 2025.
From December 1, 2025: All e-bikes sold must meet the new standard.
For consumers:
Already purchased e-bikes that do not meet the new standard will not be forcibly scrapped. Local governments may, based on actual conditions, encourage upgrades through programs like “trade-in for new”.
02. How to choose a compliant new e-bike after the regulation takes effect?
When buying an e-bike, check for CCC Certification and a Product Certificate of Conformity:
1. Look for the CCC mark
All e-bikes sold must have CCC certification and display the CCC logo on the vehicle.
This proves the bike has passed testing by a designated certification body and complies with the mandatory national standard.
2. Check the Product Certificate of Conformity
Each e-bike must come with its own certificate.
Buyers should verify that the model number and vehicle code on the certificate match the actual bike.
To further confirm authenticity, scan the QR code on the certificate or visit the National Certification and Accreditation Information Public Service Platform (cx.cnca.cn).
